U of S gets say on new Brd. of Gov’s. members


The Saskatchewan government has given the province’s two universities more say in who is appointed to their boards of governors.

And U of S Pres. Peter MacKinnon says the new protocol with the province will help to ensure that highly qualified people are appointed to do the increasingly demanding and important work of the University’s board of governors.

The protocol, signed Dec. 15 by Premier Roy Romanow, Post-Secondary Education Minister Glenn Hagel, U of S Board Chair Frank Quennell, and U of Regina Board Chair Brian Johnson, states "It is critical that Board of Governor appointments be based on the qualifications of candidates to carry out their fiduciary responsibilities."

MacKinnon said the protocol "recognizes that the University is a large and complex organization." He said the U of S has a relatively small board, yet with board meetings, board committee meetings, and other duties, "the workload of the members is considerable".

MacKinnon said it is important that Cabinet appointments to the board "be people who are qualified for and interested in the work of the board" – especially since today that work includes the key role of advancement of the institution.

The protocol states that each fall the deputy minister to the premier and the minister and deputy minister of post-secondary education will meet with the University’s president and board chair, to review board membership. The minister will then "maintain (a) list of persons whose qualifications for appointment have been assessed and approved by the minister, the board chair and the president. The minister will recommend to Cabinet only individuals whose names appear on the approved list."

"I believe this agreement is an important measure to support the timely appointment of highly qualified persons, and I am grateful to the premier and the department of post-secondary education for their support of this goal," MacKinnon said.

The U of S board of governors consists of 12 people:

  • Six appointed by the provincial Cabinet.

  • Two elected by the U of S Senate.

  • One faculty member.

  • The U of S Students’ Union president.

  • The U of S president.

  • The U of S chancellor.

With the resignation of board chair Hal Wyatt at the end of 1999, the board now has one vacancy. Wyatt was a government appointee.

Late last fall the board elected Frank Quennell, a lawyer with the Saskatoon firm of Robertson Stromberg, to replace Wyatt as chair. Quennell is also a provincial appointee, and his term expires in January, 2002.

Other provincial appointee Dallas Howe’s term also ends in January, 2002 – but the remaining three government appointees are currently staying on past their end of term.

Sylvia Fedoruk and Herman Rolfes’ terms both expired March 12, 1999, and Chief Harry Lafond’s term was up April 27, 1998.

The other board members’ terms are current, and expire anywhere from June, 2000 to June, 2004.
