Sarkar and Norris were in Saratov for meetings on the Yeltsin Democracy Fellowship Program, a $20-million technical assistance program managed by the U of S for the Canadian International Development Agency. The YDF Program has provided more than 400 of Russias best and brightest with in-Canada training. Sarkar used his Saratov visit to explore long-term training needs for YDF alumni in this region and others, and he also proposed permanent links between U of S and Saratov State University.
