Faculty ratify new three-yr. contract with salary hike

The U of S and its Faculty Association have ratified a new three-year collective agreement that provides for substantial pay increases as well as progress on issues including pay for academic administrative duties and another look at the campus parking situation.

The pay and other provisions are designed to increase the U of S’s ability to compete for faculty with other universities.

The Faculty Association ratified the agreement at a Nov. 1 meeting. USFA President Peter Dooley refused to comment on the new contract.

Sharon Cochran, U of S Associate Vice-President of Human Resources, said the agreement – covering July 1, 1998-June 30, 2001 – contains "a number of positive things for academic recruitment and retention."

University President Peter MacKinnon said he is "pleased we have reached a contract settlement, and I would like to congratulate Sharon Cochran, Dennis Gorecki, Bob Faulkner and Melana Soroka, who represented the Board of Governors in the negotiations, and Professors Peter Dooley, Ernie Paus-Jenssen, and Lois Jaeck, who represented the Association."

The new contract effectively boosts all faculty up one "career development increase" pay step in each of the three years of this agreement, and adds an additional two-per-cent across-the-board salary hike to all faculty salary scales in for the final year.

To accomplish the salary-step raises for staff, effective July 1 of 1998, 1999 and 2000, the lowest salary step is dropped off the pay grid and a new top step is added – with the result being every faculty member moves up one step per year.

This, combined with the two-per-cent pay hike effective July 1, 2000 raises the base and top salaries to new levels this year of: $71,643–$94,532 for professors; $56,767–$81,832 for associate professors; $45,155–$66,599 for assistant professors, $35,640–$53,948 for lecturers; and $27,213–$45,521 for instructors.

These new salaries represent a jump in the base levels from July 1, 1997 to July 1, 2000 of 12.8 per cent for professors, 14.1 per cent for associate professors, 16.4 per cent for assistant professors, 14.6 per cent for lecturers, and 19.2 per cent for instructors.

Also, for the period 1995-2001 faculty in the Colleges of Dentistry and Law will receive market supplements ranging from $2,000-$6,480 per year.

The new contract changes the administrative pay for department heads and assistant deans from the old method (still used until July 1, 2001) of a portion of a pay step depending upon size of department or college, to a new additional pay step or half-step, depending on five-year or three-year or less appointment.

The agreement also removes references to students from the clause covering faculty parking, and commits faculty and the University to review parking concerns, "including the issue of reserved versus unreserved parking".

Also, a new memorandum of agreement outlines the terms and conditions for new Canada Research Chairs faculty – on such matters as assignment of duties, tenure, salaries and ranks, sabbatical leaves, benefits, and copyright.

The new 1998-2001agreement covers the approximately 800 members of the U of S Faculty Association.
