Strategic financing to support student success, research and innovation

Good morning, USask community.

I am writing to share an update on an important step in planning for the future of the University of Saskatchewan (USask).

The Board of Governors has approved a financing strategy that would allow up to $250 million in new financing. The proposal has also completed the provincial approval process, reflecting confidence in the institution’s financial management and the strong relationship built with the Government of Saskatchewan.

This financing would support priorities across USask’s campuses, including modernizing core systems, renewing and expanding learning and teaching spaces, and strengthening research and innovation. A major portion would fund the Integrated Services Renewal initiative, which will update essential systems that are aging and increasingly difficult to maintain.

Additional investments would support projects in the College of Engineering and the Edwards School of Business, and an innovation opportunity focused on expanding nuclear medicine capabilities. Through this strategy, USask would self‑finance capital projects by seeking up to $250 million in the form of a bond from third‑party lenders, without requiring provincial capital funding or relying on unrestricted operating funds.

Extensive analysis shows that this approach is affordable and aligned with long‑term financial sustainability. Annual financing costs have been built into future planning, and a dedicated fund is included to support repayment.

These investments strengthen the connections that shape this community. Improvements made here in Saskatchewan support learning, discovery and innovation that extend far beyond USask’s campuses. Local action contributes to broader progress across the province and beyond.
